How do I know if I'm eligible for the HCP?
Eligibility for a Home Care Package is determined through an assessment by the Aged Care Assessment Team (ACAT). This assessment will consider your care needs and how well you manage daily tasks. Eligibility is primarily based on your care needs and is not income-tested, though there is an income-assessed fee for some people. What is the Commonwealth Home Support Programme (CHSP)?
The Commonwealth Home Support Programme (CHSP) is an entry-level home help program for older people who need some assistance with daily tasks to live independently at home. The CHSP provides a basic level of support with services like domestic help, personal care, and meal services. It’s designed to support those who are mostly—but not completely—independent.
How do I know if I'm eligible for the CHSP?
Eligibility for the CHSP is also determined through an assessment, but it is typically conducted by a Regional Assessment Service (RAS). The service is intended for those aged 65 years and older (or 50 years and older for Aboriginal and Torres Strait Islander people) who are still managing well at home but require a small amount of assistance with daily tasks. What are the differences between the Commonwealth Home Support Program and Home Care Packages?
The Commonwealth Home Support Programme (CHSP) and Home Care Packages (HCP)
are both designed to support elderly Australians to continue living at home, but they cater to different levels of care needs and offer different degrees of flexibility and customization.
Commonwealth Home Support Programme (CHSP):
- Level of Support: CHSP provides entry-level support for those who need a small amount of assistance with daily living tasks. It is best suited for individuals who can still manage most of their daily activities but may benefit from occasional help.
- Services Offered: Includes basic support services such as help with household chores, basic maintenance, personal care, and transport.
- Flexibility and Control: Limited flexibility. Services are generally predefined and aim to support routine activities.
- Assessment and Eligibility: Eligibility is determined through a relatively simple assessment by My Aged Care. There is less emphasis on comprehensive care planning compared to HCP.
Home Care Packages (HCP):
- Level of Support: HCPs provide more comprehensive support tailored to meet complex care needs. They are divided into four levels, ranging from basic care needs (Level 1) to high care needs (Level 4).
- Services Offered: More extensive than CHSP, including higher levels of personal care, nursing services, more intensive support for household chores, modifications to the home, and specialized medical equipment.
- Flexibility and Control: High. Recipients have greater control over the types of care and services they receive, how they are delivered, and who provides them. This includes the ability to manage budgets and select service providers.
- Assessment and Eligibility: Requires a more detailed assessment conducted by the Aged Care Assessment Team (ACAT, or ACAS in Victoria), focusing on a more comprehensive evaluation of the individual’s needs and living situation.
